The purpose of the Construction Management Development Program and Bond Guarantee Program is to ensure that qualified applicants such as a firm that is classified as a Disadvantaged Business Enterprise (DBE) or a Small Business Enterprise (SBE), have the opportunity to bid, win and perform successfully statewide on the Florida Department of Transportation (FDOT) contracts.
