The State Legislature passed Florida Statute, 339.0805, which has allowed for the existence of the Construction Management Development Program and Bond Guarantee Program (CMDP-BGP). This program includes training and financial assistance in the form of bond guarantees.
This program was designed so that the intent and purpose of the law is met. The primary function is to improve the capability of Small and Disadvantaged Business Enterprises (S/DBEs) and help them to be become bonded.
The CMDP-BGP is funded by the Florida Department of Transportation (FDOT) and is administered the Florida A&M University Small Business Development Center (FAMU SBDC).
The vision of the Construction Management Development Program and Bond Guarantee Program is to assure Small and Disadvantaged Business Enterprises owned and controlled by socially and economically disadvantaged individuals, maximum opportunity to participate, bid and perform successfully statewide on Florida Department of Transportation contracts.
The mission of the Construction Management Development Program and Bond Guarantee Program is to meaningfully assist economically Disadvantaged Business Enterprises to (1) develop construction and business management skills, (2) increase their ability to be bonded and to (3) remedy the effects of past economic disparity.
